He says, "If I'm going to catch any real fish, now's the time." Behind him two men labeled "House" and "Senate" bicker as they walk off with valises labeled "Home." Each says, "Listen! you don't know what you're talkin' about." Congress adjourned in July 1930, after a rancorous session. Berryman suggests that Hoover, who preferred to govern through executive action wherever he could, was happy to see them go. |
