Enforcement of Prohibition proved to be extremely difficult, due in part to inadequate funding, and in 1930, President Hoover transferred control from the Department of the Treasury to the Justice Department. Hoover's exercise at the White House was a game involving throwing an 8-pound "medicine ball" over a net. The game was played each morning with several of his close associates. |
