Description | Cartoon shows a man labeled "Little Navy Advocate" who has been hit in the head by a fragment from an explosion in the distance labeled "Chinese-Japanese Conflict." His companion, labeled "Big Navy Supporter" (possibly Congressman Fred Albert Britten of Indiana), says sarcastically, "Sorry that happened just at this time. Hope you're not hurt." In September 1931, tensions between the Japanese and the Chinese in Manchuria exploded with the Mukden Incident. This came at a time when President Hoover, trying to cut back on government expenditures during the early days of the Depression, decided to cut back on the naval expansion that had been previously authorized by Congress. Supporters of a "big navy," including Congressman Britten opposed the cut. Berryman suggests that the rise of world tensions following the Chinese-Japanese conflict might cause the cutback to be reconsidered. |
