Description | Cartoon shows Uncle Sam as Gulliver, tied down by red tape labeled "Legal Technicalities, Reluctant Juries, Law's Delay, Legal Loopholes, Due Process of Law, [and] Technicalities." A tiny man labeled "Al Capone," waves Uncle Sam's hat and says, "I plead guilty! No, I'm gonna plead not guilty.!" Law enforcement authorities tried in vain to find ways to convict notorious Chicago gangster Al Capone until 1931 when he was finally indicted for income tax evasion. Capone first agreed to plead guilty in return for a reduced sentence, but when he found the judge would not honor the agreement, he changed his plea to Not guilty. He was convicted by a federal jury, however, and sentenced to eleven years in prison. |
