In December 1929, in order to stimulate the economy following the Stock Market crash of October of that year, Congress, by wide bipartisan majorities, passed a tax reduction bill recommended by Hoover and Andrew Mellon, his Secretary of the Treasury. Senator Norris led the futile fight against it. The measure was ineffective in preventing the great Depression that followed. |
