Description | Cartoon shows a ragged old man with a long white beard, holding a hat labeled "Muscle Shoals," crawling out of a pigeonhole (labeled "Congressional Conference Pigeonholes." He says, "Hello everybody! Ol' Rip had nothin' on me." Muscle Shoals, Alabama, was the site of two huge nitrogen plants constructed by the government during World War I. During the 1920s, efforts to sell the plants and related dams in the Tennessee Valley to private interests were blocked by Senator Frank Norris of Nebraska who wanted the government to keep control of power in the Tennessee Valley to provide cheap electricity for the people of the region. Bills to provide government operation of the Muscle Shoals plants and government development of a system of dams in the Tennessee Valley were vetoed by a succession of Republican presidents. It was not until Franklin D. Roosevelt became president in 1933, that Norris's dream became a reality with the establishment of the Tennessee Valley Authority. |
