Description | Cartoon shows a defiant man, labeled "House," showing a paper reading "Debenture Rejected, 250 to 113," to a surprised man labeled "Senate." At a special session of Congress called in 1929 to consider Farm Relief legislation, the Senate added an amendment creating a system of export debentures which would have provided a bounty on agricultural exports. The House refused to vote on the measure, claiming that it violated the Constitutional clause requiring revenue measures to start in the House. When the Senate threatened to block passage of the entire bill, the House reluctantly agreed to vote, but defeated the measure 250-113. |
