Description | Cartoon shows President Hoover watching glumly as a procession of legislative bills in distinctive hats (labeled "Farm Relief," "Prohibition Enforcement," "Tariff Revision," "Congressional Reapportionment," and "Southern Patronage"), followed by the GOP Elephant (dressed in a cutaway coat), parade down the "Extra Session Sidewalk." The elephant points out it is the new president's first Easter parade. The cartoon alludes to the Easter Sunday tradition in which fashionable people parade in their finest new clothes. Shortly after his inauguration, Hoover redeemed a campaign promise and called a special session to revise agricultural tariffs, The session got out of hand, resulting in legislation that the president did not favor. Hoover never called a special session again. |
