It shows a bewigged 18th century gentleman, representing Washington, D.C. and wearing Coolidge and Dawes buttons, welcoming people to the city and noting in passing that the residents of the city have no voting rights. In 1961, the 23rd Amendment finally gave them the right to vote for President, and in 1973, they were given the right to elect local officials. |
