Description | Cartoon shows Vice President Dawes as an Indian with a tomahawk doing a war dance outside a stockade (labeled "Senate Rules") surrounding the Capitol. As he dances, he smokes a long pipe labeled "Peace Pipe Presented to White Father -- No 2." Dawes outraged the Senators when he called on them to give up their rules that allowed filibustering. Neither side gave in during his four years in office, but when his term ended the Senate paid tribute to his skills as presiding officer. Dawes thanked them for their courtesy and then reiterated his stand on the need for rule change. |
