Description | Cartoon shows Ambassador to Great Britain Charles G. Dawes standing outside an open window, puffing clouds of smoke from his pipe. A sign reads "League of Nations Now in Session." In the fall of 1931, the Council of the League of Nations met in emergency session in Paris to try to resolve the Manchurian Crisis. Dawes was sent to represent the United States government, but because the U.S. did not belong to the League, he conducted his negotiations behind the scenes. |
