Description | Cartoon shows President Coolidge whispering to a magician who has been performing in the White House. Rabbits are jumping from the magician's silk hat. Coolidge says, "See if you can get a dove of peace out of him" and points to an oblivious old man (labeled "Congress") sitting on a sofa. In 1928, the United States was signatory to a pact signed by 15 nations pledging to renounce war as "an instrument of national policy." Members of the Congress, who had previously refused to ratify the Treaty of Versailles establishing the League of Nations, were not immediately enthusiastic about ratifying this new Pact. Coolidge and members of his administration lobbied the Congress which finally ratified the pact in January 1929. |
