After his election, Hoover immediately embarked on a six-week good-will tour of Latin America, returning to Washington on January 6, 1929. Hoover was well-known for his efficiency, but most of the decisions regarding his appointments, policies, and inaugural plans had yet to be made. Berryman was perhaps being ironic. |
