Description | World War II cartoon shows Senate Foreign Relations Chairman Tom Connally and Secretary of State Edward Stettinius looking at a sign reading, "Bulletin. De Gaulle and Stalin Sign Mutual Assistance Pact. Terms Closely Parallel British-Russian Agreement." Connally asks, "Do you suppose they don't like the Dumbarton Oaks plan?" Stettinius responds, "Maybe they're afraid the U.S. Senate won't like it." Representatives of the governments of Great Britain, China, the Soviet Union, and the United States met at Dunbarton Oaks in Washington, D.C. from August through October 1944. Stettinius chaired the meeting which produced a preliminary plan for a postwar international governmental organization. Several weeks later, General de Gaulle, leader of the newly liberated France, signed a pact of alliance with Stalin. Berryman suggests that France and the Soviet Union may not want to rely on a future international organization, given the failure of the United States Senate to ratify the League of Nations treaty after the first World War. |
