In April 1944, a joint Army-Navy-Maritime Committee reported that manpower reserves were so low that they might imperil the war effort and asked Congress to pass legislation empowering the government to draft men into vital industrial jobs. Berryman puts a new spin on the concept of a closet empty of skeletons. Congress rejected the appeal. |
