From August 21 to October 7, representatives of the four major powers, Britain, the Soviet Union, China, and the United States, met at Dumbarton Oaks in Washington, D.C. to make preliminary plans for a postwar United Nations organization. The involvement of the United States in this effort was considered to be vital since the failure of the United States to join the League of Nations after the first World War was widely viewed as one of the contributory factors to the outbreak of the second. |
