Description | World War II cartoon shows War Labor Board head Willian H. Davis pulling valiently on a rope, saying "I'm holding the line, by heck!" He thinks the rope is tied to a cow, labeled "Steel Wage Increase," but actually the cow has broken free and the rope is looped around a tree labeled "Little Steel Formula." In order to cut down on inflation, the WLB developed the "Little Steel Formula" which allowed wage increases in an industry of no more than 15% over wages as of January 1, 1941. In 1944, the WLB granted a steel wage adjustment based on the formula. Berryman suggests that in wartime even this level of wage increase is unacceptable. |
