Description | World War II cartoon shows House Minority Leader Joe Martin vainly trying to hang on to a stampeding GOP elephant. The elephant has been frightened by the sight of Secretary of the Treasury Henry Morgenthau, emerging from the Ways and Means Committee, carrying a large aggressive Mickey Mouse labeled "$10.5 Billion in New Taxes." Berryman uses the myth of elephants being afraid of mice to dramatize the Congressional reaction on receiving the Roosevelt Administration's request for additional taxes to carry out the war. In the end, only a little more than $2 billion was authorized. |
