House Committee on Foreign Affairs Chairman Sol Bloom, Senate Foreign Relations Committee Chairman Tom Connaly, and former Republican presidential candidate Wendell Willkie stir; Vice President Henry Wallace tastes the soup; and Ambassador to the Soviet Union William H. Standley pours vinegar into the soup while at the same time splashing liquid into the face of Undersecretary of State Sumner Welles. Ambassador Standley was at odds with his superiors in the State Department because of the frank and caustic tone he took in his dealings with his Soviet counterparts. Wendell Willkie had just completed a world tour in which he met with Joseph Stalin, and he and Vice President Wallace were urging greater cooperation with the Soviets, especially in the development of a post war peace policy. Meanwhile both the House and Senate comtinued to insist on their rights to influence American policy toward Russia. Berryman suggests that too many cooks may spoil the broth.
