Davis, Secretary of the Interior Harold Ickes, and President Roosevelt standing in a field at night staring up at United Mine Workers President John L. Lewis, drawn as a witch flying a broomstick silhouetted against a full moon. Davis says, "I ain't skeered, but I knows what I'm seeing -- and it's no Halloween joke, either." Although many labor leaders tried to reduce labor unrest during the war, Lewis insisted on pay raises for his miners and threatened a strike if an agreement were not reached by October 31, 1943. The miners did go on strike, but Lewis and Ickes reached an agreement a few days later. |
