Description | World War II cartoon shows Senate Majority Leader Alben Barkley and Speaker of the House Sam Rayburn, standing on the steps of the Capitol, watching a stream of returning Congressmen, all of whom have enormous ears. Barkley asks, "What's happened to those fellows?" Rayburn responds, "The boys are getting back from home after having had their ears to the ground." In the early days of the war, Congressmen were extremely anxious to find out how their activities were viewed by their constituents at home. Although the Congress officially remained in session during the spring of 1942, it used a brief informal recess to allow members to return home. |
