Description | World War II cartoon shows Congress as a soldier in a foxhole, burdened by a heavy pack labeled "Veto Threat." In his path lie numerous obstacles: a barbed wire fence labeled "Treasury's Attitude," a stave fence labeled "Pay-as-You-Go-Muddle," and a high wall labeled "Demand for $45 Billions in New Taxes and Savings." Secretary of the Treasury Henry Morgenthau, pointing to the wall, says, "Take this one next." In Washington in 1943, Congress was beset by a multitude of conflicting problems as it struggled to finance the war. A plan to collect income taxes in the year they were incurred by withholding taxes was under consideration, but the proposal to implement it by canceling taxes owed for 1942 was opposed by both the Treasury and the President as providing a windfall for those who had benefitted by war contracts. Meanwhile, Morgenthau announced that the government would require an additional 45 billion to prosecute the war. |
