Description | World War II cartoon shows an old gentleman labeled "Congress" rushing in to greet John Q. Public, a "taxpayer," who sits at his desk amidst a welter of papers reading "Income Declaration, Estimated Income Tax-Net Income, Payment on Account 42 Income Tax Liability, Estimated Tax after Deducting Estimated Tax Withheld, Item 1 Minus Item 2, [etc.]" Files hold papers labeled "Charities, Fees, Expenses, and Unpaid Bills." John Q. says, "It's about time you got back -- Did you know what you were getting me into with this?" On September 14, 1943, Congress reconvened after a 61-day recess, the longest in five years. Before adjournment, it had passed a bill that essentially forgave the payment of income tax for 1942 in favor of a withholding tax and an estimated income tax to be paid in 1943. The bill also required taxpapers to file an estimated tax declaration on September 15, a complicated task that was new to American taxpayers. |
