| Description | World War II cartoon shows Senator Walter George, chair of the Senate Finance Committee, trying to persuade an unconvinced Secretary of the Treasury Henry Morgenthau that everyone "is treated exactly alike." Behind him are three large posters: the first shows a happy John Q. Public and reads, "He paid $50 or less taxes in 1942. All is forgiven (except by Henry)"; the second shows a thoughtful John Q. and reads "He paid between $50 and $66.67 in 1942. $50 of that is forgiven"; the third shows an angry John Q. and reads "He paid more than $66.67 in 1942. 75% is forgiven and he pays 12 1/2% increase in taxes this year and next." In order to finance the war, major changes were made in the tax code in 1942 and 1943. Tax exemptions were lowered so that many more people were required to pay income tax than before. To make collection easier, the government decided to institute withholding from workers paychecks. Finally to keep people from having to pay income tax for the previous year and quarterly withholding taxes in the same year, the government decided to forgive most of the taxes for 1942, although it raised the rates for 1943. Morgenthau and the Treasury strongly opposed this as providing a windfall for profiteers who had made enormous gains during 1942, but the measure was popular with the public and passed easily. |
