Description | World War II cartoon shows Budget Director Harold Smith and Secretary of the Treasury Henry Morgenthau arguing with Secretary of War Henry Stimson. Smith says, "You didn't have 13 billion dollars, so how could you turn it back?" Stimson responds, "Well, Congress said I had 13 billion and I'm turning it back unspent." Morgenthau comments, "Congress never had 13 billion in the first place -- How could Congress give it to you?" On November 18, 1943, the War Department announced that it was cutting its budget by 13 billion with the money to revert to a reserve fund. Ten days later, Smith released new information on the budget and called the War Department announcement "very misleading." Morgenthau meanwhile asked the Congress to restore $10 billion to the tax program, saying the money was still needed. The United States government budget during the war years rose dramatically and was confusing even to those closely involved. |
