Description | World War II cartoon shows Uncle Sam trying to drive a car labeled "War Effort" through the mud. Five men (William H. Davis of the War Labor Board, Donald M. Nelson of the War Production Board, Emory Land of the Maritime Commission, Frank Knox of the Navy Department, and Henry L. Stimson of the War Department) try to help him out by pulling ropes tied to the car, but each pulls in a different direction. Long-time presidential adviser Bernard Baruch, watching over a fence, observes, "If they were all pulling together, we would have plenty of manpower." Baruch had strongly advised President Roosevelt to centralize the numerous agencies conducting the war effort, but the president was loathe to lose personal control by appointing a single head. |
