Description | World War II cartoon shows President Roosevelt listening to an argument between New York Mayor Fiorello La Guardia and Secretary of the Treasury Henry Morgenthau. La Guardia says, "Our sales tax in New York has been just as GOOD as I said it would be BAD when I opposed it in the House, and furthermore I'm against any tax on municipal bonds. Are you trying to ruin us?" Morgenthau responds, "Don't pay any attention to these hide-bound reactionaries." Various proposals were made in 1942 as to how to increase taxes to support the war effort. Some congressmen supported a national sales tax, but Morgenthau opposed it as falling primarily on lower income people. La Guardia, who as a Congressman, had strongly opposed national sales taxes, had as Mayor imposed sales taxes on New York City. |
