Description | World War II cartoon shows Fiorello La Guardia, director of the Office of Civilian Defense (OCD), standing in front of a desk littered with papers and books, welcoming the new administrator, James M. Landis. La Guardia says "I'm mighty happy to see you, Mr. Landis. Come right in and pull up a chair. I'm going to take a run up to New York to see if I can find somebody to help me with that job." La Guardia was criticized for continuing to serve as mayor of New York City while heading the new OCD. In January 1942, Congress threatened to abolish the OCD, but President Roosevelt mollified the critics by appointing Landis, a former Dean of the Harvard Law School, as executive director in charge of operations. La Guardia resigned in February. |
