Description | World War II cartoon shows Vice President Henry Wallace bemoaning the 1942 congressional elections returns, saying, "What an election! Only the well-to-do voted, and they're all Republicans." Secretary of the Treasury Henry Morgenthau carrying a large scroll labeled "Tax-Bill and Salary Limitation Plan" under his arm consoles him saying,"Stop worrying, Henry. We're going to take care of that from now on." The 1942 elections produced large gains for the Republicans who gained 9 seats in the Senate and 42 in the House. At the same time, Congress passed important war legislation including the largest tax bill ever and regulations limiting personal salaries to $25,000 a year. Berryman suggests that these measures will reduce the number of rich Republicans in the future. |
