President Roosevelt, holding a battering ram labeled "Plan to Combat Inflation by Selling U.S. Owned Grain for Feed at Below-Parity Prices," tries to force open the door, held shut by a farmer labeled "House Farm Bloc," who says "Parity or Nothing." Senate Minority Leader Charles McNary comes to Roosevelt's aid, saying, "I'll give you a hand, Mr. President. This is no time for politics or pressure tactics." The concept of an "ever-normal granary" in which stocks of surplus grain were stockpiled to keep the price from dropping was established in the United States during the Depression. During the war, Roosevelt sought legislation to allow surplus grain to be sold at less than "parity," a move hotly opposed in the House of Representatives by members of the farm bloc. The Democratic leadership in the Senate sided with the president, and when they were joined by the Republicans led by Senator Charles McNary, the House had to admit defeat. |
