Description | World War II cartoon shows Hitler standing on a dock, looking out over the wreckage of sinking ships. The French tricolor flies from the mast of one ship. The ironic caption is a paraphrase of the famous observation made by William Learned Marcy. In November 1942, after the Allies landed in North Africa, Hitler occupied the remainder of Vichy France. The French crews then scuttled the remainder of their own fleet at Toulon, fulfilling a promise made by Admiral Darlan at the time of the French surrender in 1940 that the French fleet would never be turned over to the Germans. |
