Description | World War II cartoon shows three "czars" wearing crowns and ermine-trimmed robes, sitting crowded together on one throne. Office of Price Administration head Leon Henderson is labeled "Czar of Prices"; War Production Board head Donald Nelson is labeled "Czar of Production"; and Maritime Commission Chairman Emory S. Land is labeled "Czar of Ships." Nelson, holding a sign reading "President to Name Economic Czar," asks, "Wonder where that new guy will sit"? President Roosevelt was reluctant to set up a centralized agency to control war production and supply, preferring to keep the ultimate control in his own hands. He relied instead on a group of competing boards whose mandates overlapped and who failed to produce the coordination needed for the war effort. In September 1942, it was reported that the president was finally ready to centralize control. Optimism on this issue was premature, but in October he did appoint James F. Byrnes to head a new Office of Economic Stabilization, and Byrnes did much to improve the situation. |
