Description | Cartoon shows an old gentleman in a white wig (labeled D.C.) addressing Senator Robert Rice Reynolds, who dreams of a chair labeled "Senate District Committee Chairmanship." The old gentleman holds a paper reading "U.S. Constitution. 'To exercise exclusive legislation in all cases whatsoever over such district ... as may ... become the seat of government of the United States'" and says, "Congratulations, Bob! There's an opportunity to serve your country that springs from the Constitution itself." Reynolds was a flamboyant senator from North Carolina who espoused nationalistic, isolationist, unilateral, and anti-immigration policies. The cartoonist suggests that even Reynolds may not be able to oppose an activity authorized by the Constitution itself. Berryman generally depicted the District of Columbia as an 18th century colonist to protest the fact that residents of the District had no vote. |
