In the late stages of the 1940 presidential campaign, Republican candidate Wendell Willkie accused President Roosevelt of propelling the country into war. Alarmed by the evidence that Willkie's accusations were causing him to drop in the polls, Roosevelt decided to drop his strategy of staying aloof from the campaign and announced he would make five campaign speeches. Berryman neatly combines the election news with the other event capturing the public attention -- the first American peacetime draft that was held on October 16. |
