Description | World War II cartoon shows Under Secretary of State Sumner Welles, bearing a dove on his shoulder, shaking hands with President Roosevelt who says, "Bring it back alive, Sumner." After Germany's invasion of Poland and the French and British declarations of war in September 1939, several months of inactivity ensued, known as the Phoney War. Still hoping to forestall the start of real hostilities, Roosevelt sent Welles to Europe in February 1940 to consult the governments in Berlin, Paris, London, and Rome. The American public fervently hoped for peace, but the mission accomplished little. The Germans invaded Scandinavia and Western Europe in the spring. |
