Description | Cartoon shows a circus elephant dressed in farmer's overalls labeled "Senate GOP," performing an act by stepping on stools labeled "SANITY." Senator Smith Brookhart of Iowa, dressed as a clown, saying "Aw, come on through," urges the elephant to jump through a hoop labeled "Debenture Plan" into a caldron labeled "Hot Water," but the elephant rejects the idea, saying, "Oh, you funny boy!" President Hoover, dressed as a ringmaster, holding a paper reading "Farm Relief," watches sardonically. Shortly after his election, Hoover called a special session of Congress to take up agricultural support measures. Some Senators rejected the plan as ineffective and proposed a system of export debentures (endorsed by Senator Brookhart) that would provide farmers with bounties on exports. The idea was eventually defeated. |
