Abstract | "[E]xamines the screening, detention, investigation, and prosecution of some of the thousands of Islamic State (also known as ISIS) suspects in Iraq. Human Rights Watch found serious legal shortcomings that undermine the efforts to bring ISIS suspects to justice.
